Not all ATI graphics cards are able to use the TV-out functionality with the free drivers. ATI provides proprietary drivers for Linux that support most functionality of the newer cards but not everything. It is a good idea to check online beforehand. The Ubuntu package xorg-driver-fglrx provides the driver. You need to configure it first, though. Two programs will help you configure your ATI card: aticonfig and fireglcontrol (in the fglrx-control package). The aticonfig program is a command-line program that helps write the xorg.conf file (found in /etc/X11/), and fireglcontrol is a graphical control panel for configuring the proprietary ATI driver. First use aticonfig -initial to generate an xorg.conf file, then copy it to /etc/X11/ xorg.conf (which will require root privileges, so use sudo cp xorg.conf /etc/X11/), and finally reboot. After that, you can use aticonfig and fireglcontrol to modify your configuration for your TV output.
